COMMUNITY DEVELOMENT BLOCK GRANT PROGRAM

First Public Hearing
PUBLIC NOTICE IS HEREBY GIVEN that the governing body of the Township of Edison is holding a Public Hearing on Thursday, February 16, 2017. Funding availability for the Community Development Block Grant (CDBG) Program Year 2017 begins July 1, 2017. The Township of Edison expects to receive approximately $530,000 in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). To receive the funds, a 2015 Program Year Five-Year Consolidated Plan that includes a housing and homeless needs assessment, a housing market analysis, and a strategic plan is filed with HUD. The One-Year Action Plan for PY 2017 will include the resources and activities that address Edison’s housing and community development needs that are identified in the Five-Year Consolidated Plan.
A schedule of public meeting dates will be available to allow citizens and interested groups an opportunity to learn about the CDBG Program, to inform qualifying organizations of eligible activities and the procedures for applying for funds, and to provide a forum for public comment on the Township’s community development programs and needs. Community Outreach sessions will be held to gather input on Edison’s community needs from relevant departments, agencies and organizations. Technical Assistance will also be provided to assist groups and agencies in the completion of the CDBG funding applications.
*The First Public Hearing will be held at 10:30 am in Edison Room located on the Third Floor of the Municipal Complex, 100 Municipal Boulevard, Edison, NJ on Thursday, February 16, 2017, at which time applications for the 2017 Program Year funding will be available.
A final draft of the PY 2017 Consolidated Annual One-Year Action Plan will be prepared based on the findings of the community outreach sessions and will list the allocations for the approved eligible activities. One or more additional meetings will be scheduled to provide an opportunity for the public to comment on the final draft of the plan. These public meetings and the required 30-day public comment period will precede the submission of the One-Year Annual Plan to HUD. All comments received prior to the expiration of the public comment period will be considered. All timely public comments and responses will be included in the Plan.
All CDBG activities must primarily benefit moderate- and low-income persons or households; therefore, applications for program funding should reflect a direct or indirect benefit to income-eligible persons and households. Examples of eligible activities include social service programs that serve the elderly, homeless or disabled persons, residential housing rehabilitation, economic development and infrastructure improvements, such as street repairs in designated low-/moderate-income level areas. Two copies of the completed application form must be submitted with one set containing all of the required supporting documents to the attention of Ms. Susan Peck, CDBG Coordinator, Township of Edison, 100 Municipal Boulevard, Edison, NJ 08817 no later than the close of business (4:00pm) on Wednesday, March 8, 2017.
Technical Assistance and Community Planning Sessions will be as follows:

B. A consolidated planning outreach session will be held for the purpose of assessing the community’s needs and to include those needs in the PY 2017 Consolidated Annual Plan. The session will be held on Thursday, February 16, 2017 for all agencies at 10:30 am in the Edison Room located on the third floor of the Municipal Complex, in Edison, NJ.
C. March 8, 2017: Final submission of Program Year 2017 Applications for CDBG funding is due by the close of business (4:00 pm).
D. April 3, 2017: Begin Public Comment Period of PY2017 Consolidated Annual Plan (30-Days).
E. May 2, 2017: Final submission of all Public Comments (in writing) on the Program Year 2017 Consolidated Annual Plan are due this date by the close of business (4:00 pm).
F. May 17, 2017: Submit PY2017 Consolidated Annual Plan to Middlesex County for submission to HUD.
